About Bob Horne
Mr. Horne is a lifelong Tidewater resident. He is a "Navy brat" born in Portsmouth, VA at the Naval Hospital located there. He has lived in both Norfolk and Virginia Beach. He now resides in Chesapeake. He is happily married and has two children, a boy and a girl. He is an avid reader and enjoys a variety of hobbies including collecting books, the art of magic and the vagrances of computing.
Mr. Horne is a graduate of Old Dominion University where he completed both his undergraduate degree in clinical/industrial/organizational psychology and his graduate degree in counseling. He has also completed post-graduate coursework toward a Certificate of Advanced Study.
Professionally, Mr. Horne holds numerous credentials. He is a Licensed Professional Counselor, Licensed Marriage & Family Counselor, Certified Rehabilitation Provider, Master Addictions Counselor, and was previously a Nationally Certified Counselor. The Norfolk Community Services Board employs him as their Director of Board Operations. He has also served as the Norfolk Community Services Board's Director of Compliance and Quality Management, and as their Supervisor for outpatient substance abuse, outpatient mental health, psychiatric clinic services, psychosocial rehabilitation services, intensive in-home, and mental health residential services. He has actively worked in the mental health and substance abuse treatment fields since 1974. He has been involved in private practice since 1986.
Mr. Horne has formerly held positions as the Program Administrator for the Portsmouth Community Services Board’s Substance Abuse Residential Treatment Services, as Clinical Director for Thrasher Faber Associates, P.C., and as Administrative Director of Sentara's Addiction Medicine Services. He has developed programs, supervised, and delivered clinical services for a wide variety of treatment modalities; residential, inpatient, partial hospitalization, psychosocial day support, intensive outpatient, outpatient and outpatient aftercare.
